Toggle conditional compilation feature flags.

Conditional translation is incremental if Self::default is set to Feature::Keep. If not all feature flags are handled, the output will contain unevaluated @if attributes and will therefore not be valid WGSL.

Feature flags set to true are enabled, and false are disabled. Feature flags not present in flags are treated according to default.
